The Council of Ministers of Northern Countries supports cooperation between the Northern countries and Russia in areas of mutual interest. Its aim is to strengthen regional cooperation and to promote prosperity, stability and security between neighboring countries. In Russia, the organization has two information offices - in St. Petersburg and Kaliningrad.

The Kaliningrad office was disbanded in 2015 due to the status of a 'foreign agent', but the organization was restored a year later. Issues related to the spheres of ecology, business and cultural cooperation are brought up to the meetings of the Council.
