The organization does not perform any functions. It was created by journalists Denis Konstantinov, Andrey Afanasyev, Alexey Semenov, Artur Asafyev, Mikhail Sokolov, and Elena Shukaeva, publicist Sergey Parkhomenko, politologist Leonid Gozman, content director of the Teplitsa of Social Technologies Natalya Baranova, head of Mayak public movement Regina Dzugkoeva. According to the new legislation, people included in the register of media deemed as 'foreign agents' are obliged to establish a Russian LLC.
