The “International Elections Study Center” (IESC) was established in 2013 in Lithuania by the Swedish International Liberal Center and the Center for Eastern European Studies.
IESC supports election observation in the Eastern Partnership countries and Russia, and conducts research on best practices in electoral administration. The center’s experts observed elections in the Baltic countries, the Balkans, Eastern Europe and the Caucasus.

The formal reason for recognizing The Center of Electoral Researches as an "undesirable" organization was a link, which showed that it is connected with "violation of the fundamental human rights and freedoms, as well as rights and freedoms of Russian citizens". Moreover, Ren-TV channel released an "investigation", in which they stated that the Center of Electoral researches, together with another organization, have interfered into the elections of the Russian president, acting through "The Voice", recognized as a foreign agent.
