The National Endowment for Democracy was founded as a non-profit organization by the US Congress in 1983. The declared mission is to promote the establishment and development of democracy and freedom around the world. The Foundation provides grants for research in the development of democracy and human rights in foreign countries. It financed the Solidarity movement in Poland, Charter 77 in Czechoslovakia, and Otpor in Serbia.

The "National Endowment for Democracy" was declared "undesirable" on the Russian territory, since the Prosecutor General's Office concluded that the fund was interfering in Russian domestic policy: “through the use of other Russian organisations, the fund acted in aid of recognising the illegitimacy of electoral results, organising political actions in order to influence the governmental decisions, as well as discrediting service in the Russian Armed Forces”.
