A movement called "Consent" was founded in 1996. It provided civic education and support for social initiatives in the Altai Republic. Over the 20 years of its work, "Consent" has opened several "schools" in which the movement's participants organized seminars on the basics of local self-government for citizens, activists, and politicians and invited regional and federal experts.
