"Actively partakes in informational attacks" against the Russian Federation. "The staff of the web outlet consists of 'independent observers' who are little known in the professional community but loudly sympathize with the Kyiv regime. Those are mostly foreign agents who fled to Europe after the start of the special military operation. They openly support the sanction policy of the West and stand for increasing the military presence of NATO" near the Russian borders.

Since 2015, this status can be assigned to foreign and international non-governmental organizations that, in the opinion of the Russian government, pose a threat to the foundations of the constitutional order of the Russian Federation, the defense capability of the country, or state security. Since 2021, this registry also includes those who cooperate with “undesirable organizations.”
