Reason for recognition
According to the Prosecutor General's office, the organization "is hiding behind the educational and cultural activites <...> under the pretext of teaching English" and "is actively promoting and supporting the LGBT movement banned" in Russia. The organization's "goal is also to "get rid the population of former Soviet republics of Russian identity." Within the frameworks of the consortium established together with other undesirable organizations, the British Council holds programs of the so-called "cultural cooperation in order to rally the anti-Russian Baltic community."

Since 2015, this status can be assigned to foreign and international non-governmental organizations that, in the opinion of the Russian government, pose a threat to the foundations of the constitutional order of the Russian Federation, the defense capability of the country, or state security.
