The activity of the organization is aimed at developing cooperation between the structures of the European Union and the Russian NGOs, gathering information on the inner processes in the Russian Federation, establishing contacts with Russian political emigrants in order to use them to the detriment of the interests of Russia. The Forum's reports, researches, conferences and seminars are being prepared in order to discredit the authorities of the Russian Federation. The organization cooperates with people deemed 'foreign agents'.

Since 2015, this status can be assigned to foreign and international non-governmental organizations that, in the opinion of the Russian government, pose a threat to the foundations of the constitutional order of the Russian Federation, the defense capability of the country, or state security.
