The foundation was established to make compensations to victims of Nazi crimes. Later, it started to support humanitarian and human rights initiative, in Russia in particular.

According to the Prosecutor General's office, this activity is aimed at "violating the territorial integrity of Russia", "strengthening of armed confrontation", "radicalizing the society" and "cultivating Russophobia."
