Penza 'Memorial' was founded in 2000. For 20 years it has been publishing several books, holding competitions among schoolchildren, as well as researching with the archives of the USSR. The organization received part of the funding in the form of grants from the regional government, but in 2012 it stopped financial activities.

In 2021, the Penza 'Memorial' announced its liquidation and continues to work without the status of a legal entity. Penza Memorial worked as a regional branch of the all-Russian 'Memorial' after the organisation was liquidated on the initiative of its chairwoman Tatyana Alfertieva in 2021 by court order.
