The Perm Civil Chamber was established in 1996. The key competence of the organization was civil policy (interaction with the authorities in the public interest and civil influence on the authorities).

In February 2020, the management of the organization decided to cease its activities. According to the ex-leader of the PCC Igor Averkiev, the reason for this decision was the transformation of the organization into another unnecessary 'grant-eater', which has lost its former significance.
