The regional public organization 'Migration and the Law' was established in 2002 on the basis of the Tajikistan Foundation by a well-known human rights activist and philologist Gavhar Kandilovna Jurayeva. The organization declared its goal to help migrants and refugees (legal advice, assistance with employment, and paperwork).

The organization was recognized as a 'foreign agent' in 2016. Jurayeva herself considered such a decision as unreasonable. The Integration Center 'Migration and the Law' ceased its activities in 2019.

The organisation was recognised as a 'foreign agent' after an inquiry by the Ministry of Justice which concluded that it had foreign funding. Three quotes from Gavkhar Dzhuraeva's speeches were classified as 'political activity': one at a conference at the Public Chamber of Moscow, one excerpt from her interview on the Internet, and a remark at a seminar. The Ministry of Justice argued that those contained criticism of the Federal Migration Service.
