Sargylana Kondakova, co-founder of the “Free Yakutia” foundation, has been added to Rosfinmonitoring’s register of “extremists and terrorists.” This was reported on a Telegram channel that tracks changes in the list.
In May, it became known that the activist had been declared wanted. However, it was unclear which criminal article she was being investigated under.
Kondakova was listed with an asterisk next to her name: this signals that a case has been opened against the activist under a terrorism charge. Allegedly, the prosecution is linked to the “Free Yakutia” foundation.
“Free Yakutia” has been added to the “list of terrorists and extremists” twice. Initially, it was included without the asterisk, meaning it was considered an “extremist” organisation and labelled as a structural subdivision of the non-existent “Anti-Russian Separatist Movement.” Later the foundation was added to the list again, this time with an asterisk, as a “terrorist” organisation—this time as a subdivision of the “Forum of Free States of Post-Russia.” Together with “Free Yakutia,” dozens of other projects connected to the decolonial movement were added to the list.
Additionally, since June 2023 the foundation has been included in the “foreign agents” register.
- The Ministry of Justice included Kondakova in the list of “foreign agents” in August 2023. The authorities stated that the activist spoke out against the war in Ukraine and called for “actions, the consequences of which could lead to a violation of the territorial integrity” of Russia. Following this, the Yakutsk City Court—in Yakutsk, a major city in the Russian Far East—twice fined Kondakova under administrative protocols for non-compliance with “foreign agent” legislation (Article 19.34 of the Code of Administrative Offences).
- The same court twice fined her under protocols for “discrediting the army” (Part 1 of Article 20.3.3 of the Code of Administrative Offences), as well as twice more under protocols for participation in the activities of an “undesirable” organisation (Article 20.33 of the Code of Administrative Offences).
