Dmitry Terebilov, a Jehovah’s Witness, has been transferred to Penal Colony No. 1 in Kostroma Region, central Russia. This was reported by the project “Support for Political Prisoners. Memorial.”

In January, the believer was sentenced to five years and five days in a strict-regime penal colony on charges of involving others in the activities of an extremist organisation and participating in it (parts 1.1 and 2, article 282.2 of the Criminal Code). In May, his sentence was reduced by two months on appeal. The basis for prosecution was conversations about faith with cellmates—Terebilov had already served a three-year sentence on a similar charge.

The first case against the believer was initiated in 2021. He was accused of participating in the activities of an extremist organisation for distributing religious literature that had been added to the list of extremist materials.

After serving his sentence, Terebilov was not released—he was placed in pre-trial detention on a new case. According to the investigators, in Kostroma’s Penal Colony No. 1, he “involved a cellmate in the activities of an extremist organisation.” However, according to fellow believers in Kostroma, he was merely answering questions about his religion. It was later revealed that Terebilov’s cellmate became the main witness in his case, and his conversations with Terebilov had been audio recorded.
