The Meshchansky District Court of Moscow has arrested a 51-year-old man on charges of confidential cooperation with a representative of a foreign state or foreign organisation (Article 275.1 of the Criminal Code). This was reported by Mediazona, who drew attention to a case file on the court’s website.

The decision was made on 1 July.

The specific charges against the man remain unknown. His mother confirmed to Mediazona that he had been sent to a pre-trial detention centre but declined to comment on the case.

The Moscow resident was remanded in custody following a series of “carousel arrests.” In most cases, he was charged with petty hooliganism. According to one of the court rulings, he is married, works in marketing and advertising production, but is not formally employed.

Initially, the man from Moscow was arrested three times in a row in December 2024 and January 2025. He was first detained during the day on 20 December. Police claimed he “behaved provocatively, waved his arms about, and used obscene language” in a public place. The Meshchansky Court sentenced him to seven days’ detention for petty hooliganism (Part 1, Article 20.1, Code of Administrative Offences).

A week later, on 27 December, the man was detained again. This time, he was accused of disobeying police orders (Article 19.3, Code of Administrative Offences). The Presnensky District Court sentenced him to 15 days’ arrest. The court’s decision stated that the Muscovite was detained while police were carrying out “operational search and preventive measures to neutralise terrorist and extremist threats.” The authorities claimed that upon seeing them, the man tried to flee and then “actively resisted,” refusing to show his passport. The detainee himself said he tried to run away because he was afraid he would be detained due to his Ukrainian residence permit.

He was detained a third time on 11 January near the Trampolin shopping centre. After this, the Kuntsevsky District Court sentenced the Muscovite to a further 15 days’ detention on charges of petty hooliganism accompanied by disobeying police orders (Part 2, Article 20.1, Code of Administrative Offences).

These “carousel arrests” were repeated in March. In all cases, charges were issued for petty hooliganism. The man was arrested on 10 March, 21 March and 31 March. For the first two, he received 10 days’ detention each; the third ruling has not been published.

The last time the Muscovite was detained was in the evening of 14 May at a bus stop. The police protocol again stated that he swore in a public place. The Gagarinsky District Court of Moscow sentenced him to 15 days in detention.
