On 23 June, the Oktyabrsky District Court of Samara sentenced local resident Irina Uchparmakyan to 240 hours of compulsory community service, finding her guilty of financing the activities of an “undesirable” organisation (Article 284.1, Part 2 of the Criminal Code). This was reported to OVD-Info by the court’s press service.

The court did not mention the name of the “undesirable” organisation. However, OVD-Info has established that it is the “AllatRa” movement. On 31 May 2023, Irina Uchparmakyan posted a video from the project “The Diamond of Prophet Muhammad” on Odnoklassniki, which is produced by “ALLATRA TV,” the main media outlet of the movement. Uchparmakyan’s page has now been deleted, but a cached copy remains available on Yandex.

On 16 July, the Investigative Committee for Samara Region clarified details of the charge against the 56-year-old regional resident in the “AllatRa” case. Judging by the publication, the person in question is Uchparmakyan, as the same court has recently sentenced her to compulsory community service. In addition, she has been charged under the article on financing an “undesirable” organisation—all this is indicated in the Investigative Committee’s press release.

Uchparmakyan was convicted for transferring 40,000 roubles (approx. US$440) to another person’s bank card. She made the transfer no later than 12 February 2024.

  • The “AllatRa” movement was founded in Ukraine in 2011. It combines elements of religious cults, conspiracy theories, philosophical and esoteric beliefs. In 2021, the analytical publication VoxUkraine linked the movement to Russian propaganda and called it “a conspiracy-based religion aimed at spreading the ‘Russian World’ to everyone who can read Russian.”
  • In August 2023, the Prosecutor General’s Office declared “AllatRa” an “undesirable” organisation. Last week, the Supreme Court ruled that the movement is “extremist” in Russia.
  • According to the Prosecutor General’s Office, more than 20 Russians are currently being prosecuted in criminal cases concerning the “AllatRa” movement. Guilty verdicts have already been handed down in some cases.
