The Petropavlovsk-Kamchatsky City Court has placed Valeriy Dobrovolsky, a 67-year-old Ukrainian citizen, under house arrest on charges of confidential cooperation with a representative of a foreign state (Article 275.1 of the Russian Criminal Code). This was reported by Mediazona, which found an appellate court ruling regarding the appeal against his pre-trial restrictions.

Dobrovolsky was placed under house arrest on 29 March 2025. He appealed this decision and asked to be put under a travel ban instead. If the pre-trial restriction was to remain, he requested daily two-hour walks and permission to call his wife. However, the Kamchatka Regional Court rejected his requests on 4 April.

The criminal case was opened on 26 March. The statements that form the basis of the case were taken by FSB officers from Dobrovolsky back in November 2024. Since then, he has been summoned to the FSB again.

The specific allegations against him remain unclear. According to the court ruling, during questioning Dobrovolsky told security officials he had been in contact with representatives of the Security Service of Ukraine (SBU) for a long period and travelled to Ukraine in 2023 to renew his passport.

Dobrovolsky has been officially recognised as a Group II disabled person, with speech and cognitive impairments. Apart from his wife, he has no other relatives in Russia. His sons live in Ukraine.

In May, his house arrest was extended. He again tried to appeal the decision and this time requested to be placed under a ban on certain actions instead, but the regional court again rejected his request.
