The Investigative Committee has opened a criminal case against a 33-year-old resident of Angarsk, a city in Siberia, for financing an “undesirable organisation” (Part 2 of Article 284.1 of the Russian Criminal Code) due to donations made to the “AllatRa” movement, according to statements from the regional departments of the Investigative Committee and the Interior Ministry for Irkutsk Region.
The detained individual told law enforcement that they became a volunteer for the “AllatRa” movement in 2016, and were also a volunteer for the related project “Creative Society.” The man spoke with other people, telling them about the principles of “AllatRa.”
According to the Interior Ministry, in December 2023 he collected donations from followers of the movement, and then transferred these funds to the “coordinator” of the Russian cell, who is also facing criminal charges. The Angarsk resident himself refers to this “coordinator” as a volunteer of the movement. Law enforcement claims that the money was later used in part to finance a foreign state.
The Investigative Committee gives a slightly different account: the man joined a chat for followers of the organisation and, in December 2023, upon seeing a message about collecting donations, sent a contribution to the organiser’s bank account.
In a video published by police, the Angarsk resident states that the money was used to pay for certain newspapers.
Pre-trial restrictions have been imposed on the defendant, but the Investigative Committee does not specify which ones.
- The “AllatRa” movement was founded in Ukraine in 2011. It combines a religious cult, conspiracy theories, and philosophical and esoteric views. The analytical media outlet VoxUkraine, in 2021, linked its activities to Russian propaganda. Two years later, Russia’s Prosecutor General’s Office claimed that members of “AllatRa” were receiving instructions from Ukrainian coordinators and declared the movement an “undesirable organisation.”
- In June 2025, the Supreme Court of Russia declared the “AllatRa” movement an extremist organisation.
