The fund's declared objectives are the global promotion and strengthening of rights and freedoms, and assistance to victims of political repression. Particular attention is paid to states with authoritarian regimes, in the opinion of the fund's participants.

The organization implements the "Tyranny Tracker" project, which is an interactive map displaying the degree to which states adhere to democratic values. The Russian Federation, according to its creators, has been given the status of "fully authoritarian regime."

To substantiate its claims, the fund spends its resources on disseminating information discrediting the Armed Forces of the Russian Federation, provides support to organizations whose activities have already been recognized as undesirable in our country.

Human Rights Foundation is involved in developing recommendations for the U.S. administration on imposing sanctions against Russian citizens, and attempts to track financial flows from the Russian Federation for the purpose of subsequently freezing Russian assets abroad.
