A resident of Slantsy (the Leningrad region), he worked at a sewage treatment plant. Before that, according to his wife, he designed and created medical equipment, worked in aviation, fulfilled orders for the police, taught programming to children, and participated in publishing books on military-patriotic topics.

On August 28, 2024, he was detained at work for public justification of terrorism: according to his wife, the reason was comments in a Telegram channel dedicated to the Ukrainian Azov battalion. Later it became known that one of the comments looked like "Congratulations from Ingermanland". The court elected him a measure of restraint in the form of a prohibition of certain actions. On December 23, 2024, Titov was fined 15,000 rubles under the administrative article on discrediting the army (Article 20.3.3 of the Code of Administrative Offences) because of a comment in which the Russian military was allegedly called rubbish in Ukrainian.

On September 3, 2025, the Investigative Committee reported about the transfer of his case to court. On November 6, during the hearing, the judge sent Titov to custody because he had missed the previous session. According to his wife, Titov had an asthma attack and the judge was provided with medical documents. The prosecutor suggested placing the defendant under house arrest.

On December 8, 2025, Titov was sentenced to five and a half years in a general regime colony.
