A resident of Aleksin (Tula region). On 2 December 2022, he was taken into custody in a case of vandalism for drawing anti-war inscriptions on the walls of administrative buildings. Later it became known that he had been also charged with secret cooperation with a foreign organisation (Art. 275.1 of the Criminal Code): the Telegram channel "Tula. ExtremiZm" reported that flags of Ukraine and the Freedom of Russia Legion were found at Stepanov's home, along with correspondence with some "participants" of the Legion. On 27 July 2023, Stepanov was sentenced to four and a half years in a general regime
