Leonid Rybakov

Director of an IT company in Tomsk. A criminal case was brought against him for calls to extremism. In April 2022, Rybakov was fined under the article on discrediting the Russian army. In addition, the defence claims that Rybakov was fined 10,000 roubles under the article on incitement to hatred or enmity (Article 20.3.1 of the Code of Administrative Offences) for the same post that gave rise to the criminal case. Rybakov pleaded guilty. He petitioned for the case to be heard under a special procedure, without examination of evidence, but the court refused. On 12 March 2024, Rybakov was sentenced in this case to a two-year suspended sentence. On 3 October 2024, the appellate court overturned the verdict and issued a new one, the details of which remain unknown. On 27 February 2023, Rybakov's house was searched in the case of repeated discrediting of the Armed Forces. Rybakov said that, in addition to electronic equipment, law enforcers seized a book by politician Boris Nemtsov, who was killed on the same day in 2015. Another case under the same article was opened in the autumn of 2023; later the cases were merged. On 19 February 2025, Rybakov was sentenced in the combined case to a fine of 150,000 rubles. On 5 May 2025, the appeal court released Rybakov due to the expiration of the statute of limitations. In February 2026, Rybakov was added to the list of extremists and terrorists maintained by Rosfinmonitoring, with a marking placed next to the names of those prosecuted under terrorist articles.
