The Tverskoy District Court in Moscow has fined political analyst Yekaterina Shulman 40,000 roubles (US$440) under the article on “discrediting” the Russian army (part 1 of article 20.3.3 of the Administrative Code). RusNews reported this.
The specific reason for drawing up the protocol against Shulman has not been disclosed.
- In April 2022, the Ministry of Justice added Shulman to the register of “foreign agents.” After that, she was fined several times for publishing materials without the “foreign agent” label. In April 2025, the political analyst was also fined 10,000 roubles (US$110) for participating in the activities of an “undesirable organisation” due to her cooperation with the Berlin Carnegie Centre.
- Because of publications without the “foreign agent” label, Shulman is already facing criminal charges. In March 2026, she was sentenced in absentia to one year in a penal colony under the article on evading the duties of a “foreign agent” (part 2 of article 330.1 of the Criminal Code).
- In October, Shulman and other public figures were included in a list of those subject to “temporary restrictive measures”: Meduza described the new public register as a kind of “enemies of the people” list, while the project “Word to the Defence” called it a “register of civil execution.”
